It’s not every day that a Hallmark movie reference is entered into the Congressional record. When Martha Gimbel, executive director of the Yale Budget Lab, presented testimony comparing U.S. treasury debt to the big city boyfriend at the beginning of any Hallmark movie, her explanation was instantly clear to laypeople.
